Tigard, Oregon
Wilson M. Tigard and his family moved in 1852 to what was called, for years, Tigardville. When they built the railroad near Main Street, development was assured for decades. The name changed, and the City of Tigard was incorporated in 1961.
Tigard achieved national legal fame when the United States Supreme Court decided Dolan v. City of Tigard in 1994. Dolan owned the A-Boy Plumbing Store downtown. He applied for a building permit to pave the lot and add to the store. The City imposed conditions, including dedicating some land along the creek and building a path. The Supreme Court used the case to define what permit conditions are okay and what conditions amount to government taking of private property, for which the property owner must be paid under the Fifth Amendment to the United States Constitution. (Dolan won his case.)

Directions From Tigard: Take Highway 217 South toward Lake Oswego. 217 becomes Kruse Way when it crosses I-5. Meadows Road is the next south of Kruse Way. At the third traffic light past I-5, take a right, then a left and look for building 4800 on the south side of the road. I’m on the third floor.
